The study voucher is a means of payment worth 30 credits for open higher education studies.
The study voucher is a payment instrument used to cover the cost of open studies at Finnish universities. It is intended for persons under age 29 who have graduated from a secondary school and applied to higher education through Finland’s joint application process, but who did not receive or accept a study place.
The study voucher is a pilot project of the Ministry of Education and Culture. The first vouchers will be available in August 2026.
Study vouchers allow you to register for up to 30 credits of open university courses free of charge .
Any of the courses available through Aalto Open University are available to you with a voucher. Aalto Open University gives you the chance to take individual courses from your field of interest – whether in business, engineering, arts or language studies – or alternatively, you can complete an entire study module (such as a minor).
With a study voucher, you can take studies via the open university route and use them to apply for full-fledged degree studies in technology or business.

Opintoseteli on 30 opintopisteen arvoinen maksuväline avoimiin korkeakouluopintoihin. Ensimmäiset setelit tulevat käyttöön elokuussa 2026. Opintoseteliä koskeva lainsäädäntö on lausuntokierroksella 10.4. asti, joten muutokset ovat vielä mahdollisia.
Open University courses are open to everyone regardless of background or age. Open University offers individual courses in Business, Technology, Languages, and Art and Design. Students are admitted to individual courses in the order of registration.
